Combating Genocide Denial

Despite the vast amount of information on the Genocide against the Tutsi, there are still those who try to deny it.

Some of the major claims made by genocide deniers:

The majority of those who died were Hutu

The claim the majority of the dead were Hutus because there were not enough Tutsis in Rwanda at the time. However, the quota system in Rwanda during the Habyarimana regime favored lowering the number of Tutsis. The remains were brought to memorials by family members, not by a faceless organization. Gacaca courts have exposed and documented how Tutsis were targeted.

Habyarimana’s Death

The claim that the RPA was responsible for President Habyarimana’s assassination. Kegel (2019, 249) describes it: “…[If] it was the RPF who shot down the airplane in order to provoke the genocide which it knew was being planned. Once the Genocide was underway -so goes the theory- the RPF would be able to use its superior military might to take power in the country.”

RPA intentionally targetted civilians, and the Double Genocide Theory

The claim that the RPA purposely attacked Hutus for revenge and political advantage. There is no denying that there were situations of RPA revenge killings, but there was no systematic or strategic goal for the RPA to commit genocide. The double genocide theory is the false claim that the Rwandan Patriotic Army (RPA) under General Paul Kagame instigated a genocide against Hutus.
